All-Star Facilities

September 26, 2019

In March 2019 the SPA Cogen and McClellan Gas Turbine facilities were awarded certification by the California Voluntary Protection Program (Cal/VPP). There are currently only 68 Cal/VPP Star Sites in the state of California.

The sites held a lunch event on June 26th, 2019 to celebrate the certification. Charlie Hoock, Senior VP of the Operations and Maintenance (O&M) business and Terrence Schoenborn, VP Operations, O&M both attended with Charlie giving a speech alongside Plant Manager, Eddie Mccormick. They thanked the team for their hard work and support in achieving the certification.

The SPA Cogen and McClellan Gas Turbine facilities are electric power generation, fossil fuel sites located in Sacramento, California. They are owned by the Sacramento Power Authority and are operated by EthosEnergy under an O&M service agreement. Both power plants burn natural gas to generate electricity.

The Cal/VPP is a certification awarded by the Division of Occupational Safety and Health (Cal/OSHA) and is designed to recognize employers and their employees who have implemented health and safety programs that effectively prevent and control occupational hazards. These programs go beyond minimal Cal/OSHA standards and provide the best feasible protection at the site.

In order to achieve the certification, both facilities implemented eight elements of the California OSHA Injury and Illness Prevention Program to ensure continuous safety improvement. These elements are; Communication, Responsibility, Compliance, Hazard Assessment, Accident / Exposure Investigation, Hazard Correction, Training and Inspection and Recordkeeping.

The sites also reached some major safety milestones solidifying their commitment to safety. In 2010, both plants became recognised by CalOSHA as a participant in the Division’s Safety and Health Achievement Recognition Program (SHARP). They have continued SHARP participation with two year team evaluations with recertification awarded in 2013, 2015 and 2017.

Terrence Schoenborn, VP Operations, O&M, said, “This recognition culminates years of hard work by all of SPA’s team members to proceed forward. The SPA safety culture continues to strengthen and our team continuously strives for positive improvement.”

Congratulations to all the team at SPA Cogen and McClellan Gas Turbine Facility for the achievement!
